A central element of the Clean Truck Program, the Concession Program, establishes a contractual relationship between the Port of Los Angeles (POLA) and Licensed Motor Carriers (LMCs). As of October 1, 2008, all LMCs making regular calls at POLA container terminals were required to have a pending or approved concession agreement. Concessionaires are responsible for operating trucks that meet a series of increasingly stringent emissions standards, compliance with vehicle safety and maintenance standards, and safety training of drivers. When available, Concessionaires can apply for grants/funding designed to assist them in putting clean trucks into drayage service. To date, POLA has concession agreements with almost 900 LMCs.
