Captain Dwyer jointly oversees the Los Angeles Pilot Service, a team of dedicated professionals that diligently strive to ensure the safe and efficient movement of vessels within the Port. The Service maintains an around-the-clock operation that handles roughly 3,600 ships a year and is the only pilot organization in the nation staffed with government employees.

Captain Dwyer began his career with the Port of Los Angeles as a pilot in 1998. Appointed to the chief port pilot position in 2016, he previously sailed for 23 years on tankers for Chevron Shipping Company and served the last 14 years as master. While captain, he also piloted vessels in the ports and waters of Los Angeles and Long Beach Harbors, El Segundo Marine Terminal, San Francisco Bay, Columbia River Bar, Puget Sound and connecting waters, as well as Valdez, Alaska.

Captain Dwyer holds a bachelor’s degree in nautical science from the California Maritime Academy. He serves on the Board of Directors for the Marine Exchange of Southern California and the International Seafarers Center, while also representing the Port on the Los Angeles/Long Beach Harbor Safety Committee. In 2003, he was awarded the City of Los Angeles Career Service Award for heroism.
