ANGELA BROWN-SIMPSON
Director of Human Resources
Angela Brown-Simpson is the Director of Human Resources at the Port of Los Angeles, a proprietary, non-tax-supported department of the City of Los Angeles that employs nearly 900 employees.
Brown-Simpson joined the Port in December 2021, bringing to the post 15 years of experience in labor and employee relations. Her areas of expertise include labor contract negotiations, employee development, and City disciplinary and grievance processes.
Before joining the Port, she served as a Senior Labor Relations Specialist in the City of Los Angeles’ Office of the City Administrative Officer (CAO) Employee Relations Division. At CAO, she served as the lead negotiator representing City management in bargaining labor contracts and successfully negotiated successor MOUs on behalf of the City. There, she also worked with elected officials to develop creative solutions to address complex labor relations issues involving City employees.
Brown-Simpson’s career with the City began at the Department of Recreation and Parks, and soon after promoted to Management Analyst with the Department of Aging. She also served as both a Personnel and Senior Personnel Analysts at Los Angeles World Airports, where she worked for more than a decade and served in several personnel roles in the Human Resources Services Division, including navigating complicated labor contract negotiations.
Brown-Simpson has a Master of Business Administration from the New York Institute of Technology and Bachelor of Science in physical education from Norfolk State University. She also has professional certifications with the International Public Management Association–Human Resources (IPMA-HR) and Society of Human Resource Management Certificate Program.
She is a member and third vice president of the Los Angeles Association of Black Personnel (LAABP) and a member of the Southern California Public Management Association–Human Resources (SCPMA-HR).
