Established in 2009 in partnership with the State of California Emergency Management Agency and the U.S. Department of Homeland Security, the Port Police’s Maritime Law Enforcement Training Center (MLETC) is the nation’s first port-based maritime law enforcement training center and the only POST-certified and federally recognized Regional Maritime Law Enforcement Training Center on the West Coast.
 
Specifically designed to train state and local law enforcement personnel, MLETC’s course offerings are based on Federal Law Enforcement Training Center (FLETC) curricula and have been jointly developed by the Los Angeles County Sheriff’s Department, Los Angeles Port Police, Long Beach Police Department, Los Angeles Police Department and FLETC personnel.
 
Courses range from basic to advanced, and cover topics such as boat handling and vessel boarding, charting, navigation rules, arrest procedures, vessel identification, searches, underwater improvised explosive detection and state-of-the-art counterterrorism practices. Courses are available to municipal, county, state, or federal law enforcement and military personnel who require maritime skill sets to perform their duties.
 
All training is conducted at the new Port of Los Angeles Maritime Law Enforcement Training Center (MLETC). MLETC training staff is comprised of members of the Los Angles Port Police, Los Angeles County Sheriff’s Department, Los Angeles Police Department, and Long Beach Police Department. It is augmented by a variety of local, state, and federal agency staff, including the United States Coast Guard. Federal Law Enforcement Training Center courses are taught by FLETC-trained and certified-MLETC instructors.
 
Initial funding for course development and facility upgrades was provided through state and federal grants. Continued funding will be provided by a combination of student tuition and grant funds.
 
The Los Angeles/Long Beach port complex is an ideal location for this type of facility due to generally optimal weather conditions, the excellent federal, state, county and municipal training cadre, and access to local resources. The doctrine and strategies taught at the MLETC in areas, such as Maritime Interoperability and Small Vessel Security, fill a critical gap in maritime tactical training at the state and local levels.
 
It is a true testament to interagency cooperation when agencies, at all levels of government, come together to fill a gap such as this. By dedicating this beautiful state-of-the-art facility and significant personnel resources to the endeavor, the Port of Los Angeles has demonstrated its commitment to maritime safety and security. This commitment and the multi-agency cooperation towards curriculum development ensure that this facility is the best of its kind in the world.
