Berths 97-109 [China Shipping] Container Terminal Project

AVAILABILITY: The Draft SEIR is being circulated for public review and comment starting on June 16, 2017, and ending on September 29, 2017. The public review period was originally scheduled to end on July 31, 2017 but has been extended by an additional 60 days.

COMMENTS: Comments on the Draft SEIR should be submitted in writing prior to the end of the 45-day public review period and must be postmarked by September 29, 2017.

The NOP is released for public review to solicit feedback. This feedback helps identify the potential environmental impacts to be addressed in the Supplemental EIR.

The Environmental Management Division of the Los Angeles Harbor Department and the U.S. Army Corps of Engineers have prepared a joint re-circulated Draft Environmental Impact Statement/ Environmental Impact Report (DEIS/DEIR) for the following project in the Port of Los Angeles:

 

Berths 97-109 [China Shipping] Container Terminal Project

RE-CIRCULATION: The Port and Corps originally released the Berth 97-109 [China Shipping] Container Terminal Project Draft EIS/EIR in August 2006. Based on comments received on the Draft EIS/EIR, a decision was made to re-circulate the document. The April 2008 Draft EIS/EIR is a full re-circulation of the original Draft EIS/EIR and addresses comments received on the August 2006 document.

PUBLIC MEETING: The Corps and the Port jointly conducted a public meeting to receive public comment on the re-circulated Draft EIS/EIR for this project on June 5, 2008. See meeting transcript and presentation links below.

NOTE ON THE BERTH 97-109 [CHINA SHIPPING] CONTAINER TERMINAL PROJECT RE-CIRCULATED DRAFT EIS/EIR: This project specific assessment is carried out in accordance with CEQA to address the environmental impacts of the China Shipping Terminal Project. It may not address mitigation of all existing/pre-project effects below the CEQA baseline that might occur on or off of Port property. These effects are outside of CEQA and being addressed through broad Port programs such as the San Pedro Bay Clean Air Action Plan and a community mitigation agreement. However, this EIR does identify cumulative impacts in a number of areas that occur adjacent to or off of port land including Air Quality, Land Use and Aesthetics.

Draft SEIS/SEIR - Pacific L.A. Marine

The Environmental Management Division of the Los Angeles Harbor Department and the U.S. Army Corps of Engineers have prepared a joint Draft Supplemental Environmental Impact Statement/Subsequent Environmental Impact Report (SEIS/SEIR) for the following project:

Pacific L.A. Marine Terminal LLC Crude Oil Terminal

SUBSEQUENT/SUPPLEMENTAL DOCUMENT: The development of a deep-draft marine oil terminal on Pier 400 is consistent with the project that was originally envisioned and analyzed in the Deep Draft EIS/EIR and therefore is not a major revision to the original project.  The proposed project is on land that was created as a result of the environmental review and approvals that occurred during the original Deep Draft EIS/EIR process.  However, the LAHD is designating this document as a Subsequent EIR (and the USACE is considering it a Supplemental EIS) because it represents not simply an updating of the Deep Draft EIS/EIR, but a full, project-specific EIR that tiers from the Deep Draft EIS/EIR.

NOTE ON THE PORT OF LOS ANGELES CHANNEL DEEPENING PROJECT: The proposed Project is to complete the Channel Deepening Project as authorized by Congress in WRDA 2000. WRDA 2000 authorized dredging of the Main Channel of the Port and associated features (berths) to allow the new generation of deeper draft container vessels that require a depth of -53 feet to navigate and access the container terminals along the Main Channel of the Port. Construction of the Channel Deepening Project was initiated in September 2002 (the original Project was analyzed in the September 2000 Channel Deepening Project Draft EIS/EIR). The 2002 Channel Deepening Project has resulted in more dredge material than initially estimated and additional disposal capacity is needed. The SEIS/SEIR analyzes completing the project and adding disposal capacity.

NOTE ON THE SAN PEDRO WATERFRONT PROJECT DRAFT EIS/EIR: This project specific assessment is carried out in accordance with CEQA to address the environmental impacts of the San Pedro Waterfront Project. It may not address mitigation of all existing/pre-project effects below the CEQA baseline that might occur on or off of Port property. These effects are outside of CEQA and being addressed through broad Port programs such as the San Pedro Bay Clean Air Action Plan and a community mitigation agreement. However, this EIR does identify cumulative impacts in a number of areas that occur adjacent to or off of port land including Air Quality, Land Use and Aesthetics.

The Environmental Management Division of the Los Angeles Harbor Department and the U.S. Army Corps of Engineers have prepared a joint Final Environmental Impact Statement/Environmental Impact Report (FEIS/FEIR) for the following project in the Port of Los Angeles:

On Tuesday, September 29, 2009, the Los Angeles Board of Harbor Commissioners certified the Final EIR and approved the proposed Project. See table below for Final Board documents.

The Los Angeles Board of Harbor Commissioners is scheduled to consider certification of the Final EIR and approval of the SCIG Project at its Board meeting at 8:30 a.m. on March 7, 2013 at the Cruise Terminal Annex Building located at 390 N. NOTICE OF PUBLIC HEARING AND AVAILABILITY OF STUDIES

 

The Port of Los Angeles has prepared an Initial Study (IS)/Notice of Preparation (NOP) which evaluates the potential impacts of the project. This notice is to inform of the availability of the IS/NOP for the public’s review and comment, and notification of public hearing about this project on Tuesday, September 13, 2011.


USS Iowa Project, Berth 87, Port of Los Angeles


The Port of Los Angeles proposes to relocate the USS Iowa battleship from its current location at Suisun Bay, California, to Berth 87 in the Port of Los Angeles, California. The battleship will be moored year-round at Berth 87 with sufficient parking to accommodate visitor use. Portions of the Iowa will be available to the public for guided tours, special events, and educational programs. A second phase of the project may include, pending future funding, an approximately two story, 33,800 square foot ft (approximate footprint) landside Visitor Center which includes a museum and education center featuring historic artifacts, educational programs and food concession areas; ticketing; gift shop; and restroom facilities.

Written comments on the Draft SEIS/SEIR were received November 18, 2002 through January 31, 2003. The Final SEIR was certified by the Board of Harbor Commissioners on December 3, 2003. An Addendum was approved April 2008.
