Port of Los Angeles 2026-2030 Strategic Plan


The 2026-2030 Strategic Plan provides a roadmap for assuring the Port’s competitiveness and ongoing future success. The five-year plan guides Port activities, decisions and operations, measured against Key Performance Indicators.

Objective 1: World Class Infrastructure that Promotes Growth

 
Initiative 1
Develop key near-term cargo-related infrastructure projects
 
Initiative 2
Finalize plan with LADWP to deliver electricity generation and transmission infrastructure to support the Port’s 2030 goals
 
Initiative 3
Identify and plan for other long-term infrastructure, sea level rise, and transportation needs

Objective 2: An Efficient, Secure, and Sustainable Supply Chain

 
Initiative 1
Facilitate supply chain efficiencies and terminal velocity with stakeholders, with continuous enhancements to the Port Optimizer product
 
Initiative 2
Continue to focus on cybersecurity, property security and public safety strategies that minimize disruption to Port operations
 
Initiative 3
Improve Port sustainability through air quality improvements, expansion of Green Shipping Corridors, decarbonization efforts with focus on renewable energy supply, and workforce development

Objective 3: Improved Financial Performance of Port Assets

 
Initiative 1
Increase cargo revenue by attracting new volumes, establishing meaningful incentive programs, improving the financial position of the Alameda Corridor, and establishing long-term volume commitments for both import and export cargo
 
Initiative 2
Increase the utilization of Port facilities and develop a plan to activate vacant port properties
 
Initiative 3
Ensure that Port properties are revenue efficient and reflect current land values and market-based compensation

Objective 4: Strong Relationships with Stakeholders

 
Initiative 1
Deliver key LA Waterfront development projects on time and on budget; attract visitors to the LA Waterfront; and identify other public investment opportunities

Build and maintain quality relationships with the Port’s various stakeholders; continue to develop and evaluate strategic partnerships
 
Initiative 3
Make the Harbor Department the employer of choice by promoting excellence and providing opportunities for professional development
