1(a) ISSUANCE OF A LEVEL III COASTAL DEVELOPMENT PERMIT (NO. 14- 01) TO APM TERMINALS PACIFIC LTD. FOR THE INSTALLATION OF ONE CONTAINER CRANE AND TWO FUEL TANKS AT PIER 400
Pursuant to the California Coastal Act of 1976, as amended, and the Port of Los Angeles’ certified Port Master Plan, notice is hereby given to all interested persons and organizations that the Los Angeles Board of Harbor Commissioners will hold a public hearing to receive public comments prior to considering the following for a Coastal Development Permit.
SUMMARY: APM Terminals Pacific Ltd. (APMT) is proposing to install one container crane and two 12,000 gallon fuel tanks at Pier 400, in the portion subleased by California United Terminals Inc. (CUT), to support container terminal operations. Staff is recommending that the Board of Harbor Commissioners (Board) approve a Level III, non-appealable Coastal Development Permit (CDP) No. 14-01 for the proposed project.
Recommendation: Board resolve to (1) hold a public hearing for the proposed Level III, non-appealable Coastal Development Permit No. 14-01; (2) find that the proposed project conforms with the Port Master Plan and the California Coastal Act of 1976, as amended, and find that this project will have no significant adverse environmental impacts as provided in the California Environmental Quality Act; (3) upon closure of the public hearing, resolve to approve the issuance of a Level III, non-appealable Coastal Development Permit No. 14-01 for the installation of one container crane and two 12,000 gallon fuel tanks at Pier 400, subject to the standard conditions set forth in the permit, and direct the Director of Planning & Economic Development to issue said permit; and (4) adopt Resolution No.____________.

3. Re: RESOLUTION NO. ____________ - APPROVAL OF TRAVEL FOR COMMISSIONER ANTHONY PIROZZI, JR. ON A TRIP TO BALTIMORE, MARYLAND TO TOUR THE BALTIMORE WATERFRONT
Recommendation: Board resolve to adopt Resolution No.____________ approving travel for Commissioner Anthony Pirozzi, Jr. on a trip to Baltimore, Maryland to tour the Baltimore Waterfront on January 20, 2014.

SUMMARY: Staff recommends approving the joint letter of consent among the City of Los Angeles Harbor Department (Harbor Department), Port of Long Beach (POLB), and the Alameda Corridor Transportation Authority (ACTA) to the assignment of certain rights and duties by Union Pacific Railroad Company (UP) to the Pacific Harbor Line (PHL) under the Alameda Corridor Drill Track Use and Operating Agreement dated as of December 31, 2002 and the Alameda Corridor Use and Operating Agreement dated October 12, 1998.
Recommendation: Board resolve to (1) approve the joint letter of consent among the City of Los Angeles Harbor Department, Port of Long Beach, and the Alameda Corridor Transportation Authority to the assignment of certain rights and duties by Union Pacific Railroad to the Pacific Harbor Line under the (i) Alameda Corridor Drill Track Use and Operating Agreement dated as of December 31, 2002, by and among UP, ACTA, Harbor Department, and POLB; and (ii) Alameda Corridor Use and Operating Agreement dated October 12, 1998, by and among UP, ACTA, the Harbor Department and POLB; and (2) authorize the Executive Director to execute and the Board Secretary to attest to said Agreement for and on behalf of the Board; and (3) adopt Resolution No. ____________.
Planning & Economic Development
SUMMARY: University of Southern California (USC) is proposing to install a double-wide twenty-four feet by sixty feet modular trailer on its lease area at Berth 194 to provide facilities for the women’s rowing team. Staff is recommending the Board of Harbor Commissioners (Board) approve Coastal Development Permit (CDP) No. 14-02, a Level I, non-appealable permit for the proposed event.
Recommendation: Board resolve to (1) find that the proposed project conforms with the Port Master Plan and the California Coastal Act of 1976, as amended, and find that this project will have no significant adverse environmental impacts as provided in the California Environmental Quality Act; (2) authorize the Executive Director to approve the issuance of a Level I, non-appealable Coastal Development Permit No. 14-02, consistent with the project description listed on Application for Discretionary Project No. 131029-141; and (3) adopt Resolution No.____________.

SUMMARY: Under the Brown Act, public commissions, boards, councils and other legislative bodies of local government agencies exist to aid in the conduct of the people’s business. The members of the Los Angeles Board of Harbor Commissioners (Board) serve on several different subsidiary committees and related governing bodies of other public entities. Service on these committees and the governing bodies of other public entities provides opportunities for the Commissioners to engage in more detailed discussion on specific City of Los Angeles Harbor Department (Harbor Department) functions or issues and provide oversight and involvement in the affairs of other local public agencies.
Committees do not have the authority to act, but only to bring forward topics for the full Board to consider and advise the Board concerning those matters under their purview. Currently, members of the Board serve on nine separate bodies, including six subsidiary committees created by the Board, one non-profit public benefit corporation formed by the Board and two separate but related governing boards of distinct public entities that are joint power authorities created by this Board and the Long Beach Board of Harbor Commissioners.
Recommendation: Board resolve to (1) discuss the Committees, Boards and Corporation as well as the Commissioner assignments to these Committees, Boards and Corporation; (2) direct staff return to the next Board of Harbor Commissioners meeting and present Resolutions to impanel or terminate specific Committees, Boards or Corporation as necessary and within its authority; and (3) adopt Resolution No.____________.
