BOARD OF HARBOR COMMISSIONERS MEETING PROCEDURES FOR COVID-19

 

The following procedures are in place for the Board of Harbor Commissioners meeting as a precaution against the spread of COVID-19. Procedures may change as the situation changes so please review these procedures posted on the meeting agendas prior to the meeting taking place.
 

  • The Port of Los Angeles Harbor Commission Board Room will NOT be accessible for public  observance of the meeting or public comment pursuant to Executive Order N-29-20 issued by Gov. Newsom on March 17, 2020.
 
  • The Board of Harbor Commissioners will participate by teleconference.
 
  • Live Board meetings can also be heard at: (213) 621-2489 (Metro), (818) 904-9450 (Valley), (310) 471-2489 (Westside) and (310) 547-2489 (Harbor).

  • Written comments or materials may be submitted by emailing [email protected]. All written comments or materials submitted for this meeting will be provided to the Commissioners and entered in to the official meeting record. Please submit your written comments before 4:00pm on the day before the Board meeting. Please limit your written comment to one page. You may attach materials in addition to your comment to be distributed to the Commissioners.
 
  • Members of the public can provide verbal comment by calling (310) 732-3444. Commission Staff will be available to receive your call. Your comment will be provided to the Commissioners and entered into the official record. If Commission Staff is not available to receive your comment, please leave a voicemail with your name and your telephone number for a return call. All calls will be verified. Please note that phone call comments regarding Open Session can be accepted up until the item is considered by the Board.

1.         RESOLUTION NO. ____________ - APPROVAL FOR THE FABRICATION, DELIVERY, AND INSTALLATION OF A NEW MEMBRANE COVER FOR THE BERTHS 54-55 BUILDING

Summary: Staff requests approval of Contract No. 39931 with Rubb Inc. dba Rubb Building Systems for the fabrication, delivery, and installation of a new membrane cover. The proposed contract will enable the Los Angeles Harbor Department (Harbor Department) to replace the existing membrane cover on the outside of the Berths 54-55 building to match the original cover for the building. The total cost of the contract is $500,999.75 inclusive of taxes. The Harbor Department will be financially responsible for payment of $500,999.75 inclusive of taxes in expenses incurred under the proposed contract.
 
Recommendation: Board resolve to (1) find that the Director of Environmental Management has determined that the proposed action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Article III Class 2(2) of the Los Angeles City CEQA Guidelines; (2) find that the proposed Contract No. 39931 qualifies for award on a sole source basis as a contract for the performance of professional, technical and special services of a temporary or occasional character for which competitive bidding is not practicable or advantageous, pursuant to Los Angeles City Charter, Section 371(e)(2) and Los Angeles Administrative Code Section 10.15(a)(2); (3) approve the purchase, delivery, and installation of the membrane cover at the Berths 54-55 building; (4) authorize the Executive Director to execute and Board Secretary to attest to the said contract for and on behalf of the Board of Harbor Commissioners; and (5) adopt Resolution No.____________.

2.         RESOLUTION NO. ____________ - APPROVE TEMPORARY ENTRY AND USE PERMIT NO. 1773 WITH PASHA STEVEDORING & TERMINALS, L.P. AND SITELOGIQ, INC.

Summary: Staff requests approval of Temporary Entry and Use Permit (TEUP) No. 1773 with Pasha Stevedoring & Terminals, L.P. (Pasha) and its contractor, SitelogIQ, Inc. (SitelogIQ), to access Berths 206-209 for a duration of up to 180 days to undertake a lighting project to replace existing light fixtures. The existing light fixtures at Berths 206-209 have exhausted their useful life.  Under this project, Pasha and SitelogIQ will replace the existing lights with new LED lights using incentive funds available through the Los Angeles Department of Water and Power (LADWP).  The City of Los Angeles Harbor Department (Harbor Department) will be responsible for maintaining the new LED lights post-installation at its cost, which is expected to be minimal given the limited maintenance requirements of LED.
 
Recommendation: Board resolve to (1) find that the Director of Environmental Management has determined that the proposed action is generally exempt from the requirements of the California Environmental Quality Act (CEQA) under Article II Section 1 of the Los Angeles City CEQA Guidelines; (2) approve the Temporary Entry and Use Permit with Pasha Stevedoring & Terminals, L.P. and SitelogIQ, Inc.; (3) authorize the Executive Director to execute and the Board Secretary to attest to the Temporary Entry and Use Permit; and (4) adopt Resolution No.____________.

3.         RESOLUTION NO. ____________ - APPROVE SECOND AMENDMENT TO PERMIT NO. 930 WITH THE JANKOVICH COMPANY

Summary: Staff requests the rescission of the May 7, 2020, Resolution No. 20-9638 by the Board of Harbor Commissioners, which approved the Second Amendment to Permit No. 930 with The Jankovich Company (Jankovich) due to errors in the staff report and the amendment. Staff requests the approval of the corrected Second Amendment to Permit No. 930 with Jankovich for the use of City of Los Angeles Harbor Department (Harbor Department) property.  The proposed Second Amendment will:  1) delete the Berth 51 barge premises from the Permit No. 930 premises, 2) grant Jankovich a Nonexclusive Berthing Assignment (NEBA) to use Berth 73B for barge operations, and 3) obligate Jankovich to maintain the roof of the Canetti’s building.  The Harbor Department will have the right to request Jankovich to vacate the Berth 73B premises at their cost with 180 days’ written notice. The deletion of the Berth 51 premises and granting Jankovich a NEBA to use Berth 73B will result in an increase in annual rent of $7,296.19 under Permit No. 930.  Furthermore, Jankovich has agreed to maintain the Canetti’s building roof.
 
Recommendation: Board resolve to (1) find that the Director of Environmental Management has determined that the proposed action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Article III Class 1(14) and Class 1(18)(b) of the Los Angeles City CEQA Guidelines; (2) rescind the May 7, 2020 Resolution No. 20-9638, which approved the Second Amendment to Permit No. 930 with The Jankovich Company; (3) approve the Second Amendment to the Permit No. 930 with The Jankovich Company; (4) direct the Board Secretary to transmit the Second Amendment to the City Council for approval pursuant to Charter Sections 606; (5) authorize the Executive Director to execute and the Board Secretary to attest to the Second Amendment upon approval by the City Council; and (6) adopt Resolution No.___________.
