Waterfront & Commercial Real Estate
Summary: Staff requests approval of the continuation of Revocable Permit (RP) No. 16-22 with Metro Shore Services, LLC (Metro) for property located within the Port of Los Angeles Cruise Terminal at Berth 93, San Pedro, pursuant to the City of Los Angeles Harbor Department’s (Harbor Department) practice for five-year review by the Board of Harbor Commissioners for continuation or modification of RPs. Metro pays rent of $17.40 per square foot annually for improved office space, or $3,410.40 monthly ($40,924.80 annually) to the Harbor Department. The last compensation reset was in 2021. Approval of the proposed action will entitle the tenant to continue business operations on a month-to-month basis.
Recommendation: Board resolve to (1) find that the Director of Environmental Management has determined that the proposed action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Article III, Class 1(14) of the Los Angeles City CEQA Guidelines; (2) Approve the continuation of Revocable Permit No. 16-22 with Metro Shore Services, LLC; and (3) Adopt Resolution No. _________.
Waterfront & Commercial Real Estate
Summary: Staff requests approval of the continuation of Revocable Permit (RP) No. 16-27 with John Simich Construction Inc. for property located at 1400 S. Harbor Boulevard, San Pedro, pursuant to the City of Los Angeles Harbor Department’s (Harbor Department) practice for five-year review by the Board of Harbor Commissioners for continuation or modification of RPs. John Simich Construction Inc. currently pays rent of approximately $4.07 per square foot annually for waterfront land, or $7,029.99 monthly ($84,359.88 annually) to the Harbor Department. Effective July 1, 2022, compensation will be reset to a market rent of $4.50 per square foot annually, or $7,762.50 monthly ($93,150.00 annually), with annual Consumer Price Index (CPI) increases. Approval of the proposed action will entitle the tenant to continue business operations on a month-to-month basis.

Summary: Staff requests approval of Contract No. 39964 with Consolidated Electrical Distributors, Inc. (CED) dba All Phase Electrical Supply for the purchase of electrical switchgear and a Battery Energy Storage System for the Berth 100 (West Basin Container Terminal (WBCT)) Advanced Electrical Infrastructure Demonstration Project, in the amount of $1,859,785.23. The proposed contract will enable the Los Angeles Harbor Department (Harbor Department) to purchase the electrical switchgear and the battery energy storage system to energize 10 electric inductive chargers for 10 electric yard tractors at Berth 100 WBCT.
Recommendation: Board resolve to (1) Find that the Director of Environmental Management has determined that the proposed action is administratively and categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Article II Section 2(f), Article III Class 3(4), and Class 6(2) of the Los Angeles City CEQA Guidelines; (2) Find that in accordance with Los Angeles City Charter Section 1022, services proposed to be contracted could be more feasibly performed by an outside contractor than by City employees; (3) Approve Contract No. 39964 with CED dba All Phase Electrical Supply for the purchase of electrical switchgear and a battery energy storage system in the amount of $1,859,785.23 for Berth 100 (WBCT) Advance Electrical Infrastructure Demonstration Project; (4) Authorize the Executive Director to execute and the Board Secretary to attest Contract No. 39964 with CED dba All Phase Electrical Supply for Berth 100 (WBCT) Advanced Electrical Infrastructure Demonstration Project for and on behalf of the Board of Harbor Commissioners; and (5) Adopt Resolution No. __________.

Summary: Staff requests that the Board of Harbor Commissioners (Board) approve Amendment No. 2 (Amendment) to Measure R Funding Agreement No. 920000000MR312.32 (Agreement) between the City of Los Angeles Harbor Department (Harbor Department) and the Los Angeles County Metropolitan Transportation Authority (LACMTA). The proposed amendment awards the Harbor Department an additional $37,395,000 to fund construction of the State Route 47(SR-47)/Vincent Thomas Bridge and Front Street/Harbor Boulevard Interchange Reconfiguration Project (Project). Total Measure R funds awarded for this project are $41,225,000.
Recommendation: Board resolve to (1) Find that the Director of Environmental Management has determined that the proposed action is administratively exempt from the requirements of California Environmental Quality Act (CEQA) under Article II Section 2(f) of the Los Angeles City CEQA Guidelines; (2) Approve Amendment No. 2 to Los Angeles County Metropolitan Transportation Authority (LACMTA) Measure R Funding Agreement No. 920000000MR312.32 between Harbor Department and LACMTA which awards an additional $37,395,000 in Measure R funds to Harbor Department (Transmittal 1) for total of $41,225,000 in Measure R funds for this project; (3) Authorize the Executive Director and the Board Secretary to execute and attest to said Amendment to the Agreement on behalf of Board; (4) Authorize the Board Secretary to mail three originals of Amendment No. 2 to the Agreement to the Los Angeles County Metropolitan Transportation Authority, One Gateway Plaza, MS 99-22-3, Los Angeles, CA 90012-2952 upon execution of LACMTA Measure R Funding Agreement by Executive Director; and (5) Adopt Resolution No. ___________.
