NEW! Applicant Ranking List Now Available

The Applicant Ranking List is now available and posted below. The Port will distribute grant funding to ranked applicants moving down the list from the applicant ranked number one until all funding is exhausted. Applicants selected for funding that do not successfully complete all contracting requirements will be removed from the ranked list and subsequent applicants will move up the list. As such, the Port anticipates funding up to 30 applicants. Click the link below to download the applicant ranking list.

As expected, the Port received more grant applications than available funding. The Port conducted a lottery of the eligible and complete applications. Of the 64 applications submitted, 50 were deemed eligible and complete, and therefore, included in the lottery. The remaining 14 applications were deemed incomplete or ineligible. Applications were deemed incomplete or ineligible if an applicant was unable to prove their status as a certified VSBE Concessionaire in good standing.

On January 31, 2013 the Port will host a non-mandatory VSBE Truck Grant Program workshop for all applicants from 5 p.m. to 7:00 p.m. at:

The workshop is intended to provide support for applicants and outline the next steps in the grant award process to help applicants complete the contracting process efficiently. Attendance at the workshop is not required for ranked applicants to receive funding.

Very Small Business Enterprise Truck Grant Program

The Port of Los Angeles Clean Truck Program is pleased to announce a new grant opportunity to fund clean trucks for Very Small Business Enterprises (VSBE) Concessionaires. The POLA VSBE Truck Grant Program (Program) will distribute $746,666 in grant funds directed to the Clean Truck Program by the California Attorney General’s office.

Certified VSBE Concessionaires in good standing are eligible to apply for a grant of:

  • $25,000 towards the purchase of a 2007 EPA compliant (or newer) Class 8 drayage truck or
  • $50,000 for a 2007 EPA compliant (or newer) alternative fuel truck

Grant funded trucks must be purchased from a certified dealership. Eligible applicants must submit an application for funding to be considered.

Selected Grantees will enter into a Grant Agreement with the Port to accept the funding and agree to comply with the VSBE Truck Grant Program requirements, a few of which are listed below:
  • Annual average 150 drayage trips to or from POLA or Port of Long Beach (POLB) terminals (annual minimum 75 trips) for three years.
  • Minimum 450 round trips to or from POLA/POLB in a three year period (225 trips must occur at POLA).
  • Trucks may not be sub-leased and must list POLA as additional insured and as lien holder.

Provide copies of Grant Truck sale, title, registration, insurance, vehicle inspection and financing documents to POLA within 30 days of Grant fund receipt.

We are anticipating receipt of more applications than available funding. If this becomes the case, all qualified applications meeting VSBE Program requirements will be entered into a random lottery. The ranked list from the lottery selection process will be posted, and selected Grantees will be notified.

Please review the Program Application Package closely and consider the Program requirements prior to submitting an application as these are not negotiable. All applications must be submitted to POLA by 5:00 P.M. Pacific Time on November 28, 2012.
